WASHINGTON (AP) — Democrats have condemned it in hundreds of ads and on billboards, printed it in a large book format as a prop for the convention and mentioned it in virtually every speech and press release.

On Saturday they campaigned against the conservative Project 2025 blueprintwritten by Republican allies Donald Trumpto the skies above college football stadiums in key swing states.

Democratic National Committee -sponsored banners pulled by small planes flew over Michigan Stadium Saturday, where the reigning national champion Wolverines lost to Texas, and at home games for Penn State and Wisconsin. A banner that was to fly over Georgia’s home game was grounded because of the weather.

Vice-Chairman Kamala Harris and her allies have warned about Project 2025 for months, betting that the initiative will make Trump look particularly extreme. More than 900 pages long and produced by the conservative Heritage FoundationThe plan outlines how Trump could do everything from laying off tens of thousands of federal workers from abolishing government departments to imposing new restrictions on abortion and diversity initiatives.

Trump has rejected a direct connection to Project 2025, although he also endorses some of its key ideas.

Saturday’s efforts were aimed at getting the Democratic message across to stadiums with a combined capacity of more than 380,000, with tens of thousands of additional fans in attendance near each game.

“JD Vance ‘harts’ for Ohio State + Project 2025,” read the message, which was about Michigan Stadium, suggesting that Trump’s running mate is as passionate about the project as Michigan’s hated archrival.

In Wisconsin, where South Dakota played host, the message was “Jump Around! Beat Trump + Project 2025,” a nod to the fans who jumped so fiercely they shook Camp Randall Stadium when House of Pain’s “Jump Around” was played between the third and fourth quarters.

The Penn State-Bowling Green game took on more general messaging, urging fans to “Defeat Trump and Fire Project 2025.”

Banners began flying about four hours before each kickoff, DNC deputy communications director Abhi Rahman said. The Trump campaign did not respond to a message seeking comment Saturday.

Harris’ campaign and party bring up Project 2025 several times a day, often unsolicited.

The DNC marked Labor Day by arguing that Project 2025 would undermine overtime rules and “hard-won” workers’ rights. It also paid for online ads about the initiative that lit up for users searching for “back to school.” Democrats have further lambasted Project 2025 in seemingly inappropriate places, highlighting Vance’s booing at a recent firefighters’ convention or criticizing Trump for attacking his perceived political enemies in online posts.

“We want people to know exactly what Project 2025 is, what its ties are to Trump,” Rahman said. “Finding creative ways to get the message across is something we always try to do.”

Democratic strategist Brad Bannon warned that Harris’ focus on Project 2025 “cannot overshadow her positive message about the changes she wants to make.”

“She can’t afford to cross the line,” he said, “if it gets in the way of her building her own personal profile.”

Meanwhile, a large portion of the crowd on Saturday is Trump-supporting. Many college football fans come from rural, Republican-leaning areas, far beyond the borders of reliably Democratic college towns.

“One of the really interesting things when political candidates try to leverage sports is that they put themselves at risk,” said Amy Bass, a professor of sports studies at Manhattanville University in Purchase, New York.

She pointed out that Trump was surprised when he was booed during Game 5 of the 2019 World Series, though the former president also made largely successful stops at tailgates before the 2023 Iowa-Iowa State football game and when South Carolina hosted Clemson after Thanksgiving last year.

“Sports crowds tend to get rowdy, and there’s alcohol involved, tailgating contests, all sorts of things before the game, and they haven’t coordinated that crowd well,” Bass said.

However, Rahman dismissed these concerns.

“They can be as wild as they want on a banner,” he said. “But the message is definitely there. It’s there for a reason.”
