    Trump sees Rubio as a top diplomat, but will sanctions cause chaos in US-China relations?

    US President Donald Trump’s expected choice of Marco Rubio as his top diplomat would set a precedent by putting a Chinese-sanctioned official in charge of relations with the world’s second-largest power.

    Rubio, who is known for his tough China policies, was sanctioned twice by Beijing in 2020 — first in retaliation for U.S. action against senior Chinese officials over its treatment of the Uyghur ethnic minority group and again afterward. Mainland and Hong Kong officials were sanctioned following the 2019 protests in Hong Kong.

    Analysts say the sanctions on Rubio could pose a challenge to diplomatic exchanges between the two powers.

    Zhu Feng, executive dean of Nanjing University’s School of International Studies, said that a Cabinet that includes Chinese hardliners such as Rubio and Florida Congressman Mike Waltz: Trump’s choice for national security advisorcould “create chaos” and result in “greater instability” if they continue to handle bilateral relations in an “emotional” and impulsive manner.

    “Their past performance indicated that they had used a tough stance on China to gain political capital and further increase their own popularity. Therefore, we are very concerned about (the potential impact on) bilateral relations in the future,” he said.
