Milwaukee Ballot Issue; 30,000 need to be counted, the city says

About 30,000 ballots in Milwaukee will need to be recounted, the city said Tuesday afternoon, because of a tabulation problem.

City spokesman Jeff Fleming said the tabulators were sealed, but the doors on those machines were not properly closed. The issue involved early absentee and in-person voting and affected all thirteen polling places.

Paulina Gutiérrez, executive director of the The Milwaukee Election Commission provided guidance to election workers on how to address this problem in the future. Aside from reopening the envelopes for those ballots and the prep work that happens before the ballots go through the machines, each ballot will have to be reprocessed. The city said it could take hours to recount the ballots.

The machines are not connected to the internet and are usually reset at the start of the day.

Paulina Gutiérrez will discuss the vote tabulation issue on Tuesday, November 5, during the Milwaukee Central Count.

FOX6 News heard from Claire Woodall, the commission’s former executive director, on Monday. She relayed information about the central counting process, including the following:

Start of the day

On election day and prior to the start of the Central Count, the following procedure is completed:

  • Tabulator machines are turned on by a member of the Board of Absentee Canvassers (BAC) and have confirmed that the number of ballots processed in the system is at 0.
  • The door with the power button is locked and sealed. All other openings are already sealed.
  • The zero report is printed.
  • The Chief Inspector and another member of the BAC will sign the printed Zero Report, as well as record the seal numbers and initials on the EL-104.
  • The Zero Report and the EL-104 are placed together in the black folder at each machine.

Preprocessing

Before any ballots are processedthe two assigned tabulators will complete the following procedure:

  • Tabulators confirm that the ballot processed in the system is set to 0.
  • Tabulators review and sign the zero report, confirming that the system is at 0.
  • Tabulators confirm that all seals are intactand confirm that the seal numbers match EL-104. They then sign the EL-104 on the signature lines.
  • The signed Zero Report and EL-104 are placed back in the black folder.

Gutiérrez answered media questions and provided updates on Election Day, Tuesday, November 5.

“We’re seeing a lot of voter registration. Voter registration is taking a long time. It’s great to see that. I just want to remind voters that when you go to register to vote, you need to bring a valid photo ID and proof of residence .,” Gutierrez said.

From Tuesday 8:53 am The City of Milwaukee Election Commission says it has received 106,750 absentee ballots of the 113,311 it has issued. Compared to the 169,000 ballots received in 2020, that’s a decrease of 36 percent.

“You don’t have to worry here. Things are going reasonably well at the polling stations. What we are seeing are long lines and a lot of activity, so we ask our constituents to be patient. I have a hotline of fifteen employees who answer all questions or problems. coming to those polling places,” Gutiérrez said.

Election Day: Tuesday, November 5

Polls in Wisconsin are open from 7 a.m. to 8 p.m. Voters who are already registered must bring photo identification.

If you are not yet registered to vote, you can do so at the polls. All voters must provide proof of residence document. That includes a valid Wisconsin driver’s license or identification card. There are several other acceptable forms of ID that are accepted at the polls.
