At least four people have been killed, officials say; 3 million people are without power as the storm leaves a trail of destruction in Florida

Tampa Mayor Jane Castor told reporters Thursday morning that even though Hurricane Milton is moving away from Florida, “it’s not over yet.”

Castor said that while it is “pretty quiet there at the moment,” the city has still suffered “major damage.” Once the sun shines, utility workers will get to work restoring power to Hillsborough County, which has reported more than half a million customer outages.

“This morning at 7 o’clock, high tide, rivers will be flooding throughout Hillsborough County, not just in the city of Tampa,” the mayor said. She implored residents to “stay indoors” while officials assess the damage and “make sure it is safe for you to return to your community.”
