A tropical rain storm has flooded parts of North Carolina near the coast, leaving homes and vehicles underwater.

According to the National Weather Service in Wilmington, NOAA Atlas 14 shows that 12 inches of rain fell in 12 hours. This occurs on average once every 200 years.
